How do I start water/trash service? What are the rates?

Come in to City Hall and fill out a contract, bringing your valid driver's license or other state-issued I.D. The deposit is usually $100, paid at the time the contract is filled out. Your deposit is refunded to your account after 2 years of penalty-free service or if you move out of the city. Your deposit is transferable to other addresses in Dewey that are served by the Dewey Public Works Authority. Deposits from other cities are not transferable to Dewey. Trash service is mandatory for properties inside the Dewey city limits and will be added to your water bill. Dewey Public Works Authority Section 17-502: Placement - Collection reads: A. Garbage and trash receptacles shall be placed at the alley for regular collection service where the premises has access to the alley. In no case shall refuse or refuse containers project more than two feet into the alley or right-of-way. B. If it is not practical to collect and remove garbage and trash through alley collection, the owner, occupant or lessee of the premises shall place the receptacles at such point as the route supervisor finds and designates to be most accessible for collection and removal. C. In the business districts served by city container service, the route foreman will designate the area for placement of the containers for removal. D. For garbage and trash receptacle, placed at the curbside, the receptacle cannot be placed at the curbside before 4:00 p.m. the day prior to the regular scheduled pickup, and the receptacle must be removed from the area by 10:00 p,m. the day of the pickup. Garbage and trash receptacles cannot be stored within the front setback of any residence, nor can they be stored upon a porch or entrance way to the residence.
Residents are allowed a maximum of 3 cans or 6 bags of trash or any combination thereof where 2 bags equals 1 can. These limits double the first collection day following a holiday where collection was not made on its regular scheduled day due to the holiday.
Base rate for water service inside the city limits is $15.60. Minimum usage of 2,000 gallons is included in the $15.60 base charge. Any usage over 2,000 gallons is charged at a rate of $3.68 per 1,000 gallons. Sewer base rate is $10.25, and an additional rate of $2.89 per 1,000 gallons is charged. Trash service inside city limits is $15.60 for twice a week pick up. Residential customers inside city limits also are charged $1 per month for mosquito spraying & street light expenses. Outside city limits the rates are as follows: base $23.40 and $5.52 per thousand gallons over 2,000 gallons used; sewer base is $15.38 plus an additional $4.33 per 1,000 gallons used; trash pick up is $23.40 per month for twice weekly pick up (if you are within our service area).
Sewer charges are calculated based on the amount of water used each month.
All active water accounts are assessed a $5.00 per month charge to help with the expenses involved in replacing the water tower, and making improvements to the sewer plant.
Other utilities for residents inside the City Limits are: ONG for natural gas; AEP/PSO for electricity; Cable One for cable television.

I'm moving, do I need to notify the City?

Yes, you will need to notify the water department at City Hall so we can disconnect your service. If you have a deposit, there may be a refund coming to you, so we will need your forwarding address.
If you are moving to another house in Dewey, we can transfer your deposit to your new residence, but the current bill at the residence you are moving from needs to be paid in full. You will need to notify the water department of any move so we can update your account (and so you won't continue to be billed for service at the house you just left).

I pay my bills online through my bank, is that an instant payment?

The City is not affilitated with any online payment methods. These services will take the funds from your bank account, cut a check and mail it to the City on your behalf. It may take a week or more before the check arrives at City Hall (despite any date they say the payment will arrive), so please allow a week to 10 days for the process to complete. And remember if the check doesn't arrive by the 10th of the month a 10% penalty will apply to your bill and you will still owe that late fee. Please continue to use the online bill payment, but remember to pay it early !
We do offer an automatic draft service from your checking or savings account. This would deduct from your bank account on the 5th of the month. Go to ONLINE TOOLS, DOCUMENT CENTRAL to print a form.

When is my water bill due? What if I'm late?

All water bills are due on the 1st of the month, however you have until the 10th of the month to pay with no penalty. A late penalty (10% of your bill) is assessed after the 10th of the month (if the 10th falls on a weekend, we wil give you the next business day to pay). We will send out a late notice after the 10th. If your bill remains unpaid after the due date on your late notice, your service is subject to disconnect and your meter locked (or pulled) until your bill is paid in full. You will be assessed a service charge of $25 to get service reconnected. If you pay after 3:30 pm on a weekday, you are also subject to an additional $12.50 charge to have service reconnected between 3:30 and 4:30 pm on a weekday (no connections after 4:30 pm). We accept cash, checks, money orders, Visa, MasterCard and Discover as forms of payment for water bills. Make checks payable to City of Dewey or Dewey Public Works Authority.
Automatic drafting of your checking account is available at no charge (drafting will begin with approximately the 2nd bill after you start the draft, and the bill is drafted on the 5th of every month). Forms are available at City Hall or on the website at ONLINE TOOLS, DOCUMENT CENTRAL. A voided check is required.
In accordance with City Ordinance, you must make payment arrangements by the 10th of the month that the bill is due in, and 1/2 of your current bill must be paid at the time arrangements are made. Arrangements must be made in person at City Hall, and can only be made by the person in whose name the water account is set up.
If you are 30 days past due, your account will be disconnected, and your meter locked (or pulled). In order to re-establish service, a $175 deposit plus payment in full of your unpaid account is required to turn the water/sewer/trash service back on. If your water has been turned off at the meter due to non-payment or for any other reason, and we find that the meter has been turned back on for any length of time, you will be subject to a meter tampering fee of $100.00 per occurrance.
There is a slot in the door you can put your payment in if you need to pay your water bill after hours.

What if my trash day falls on a City holiday?

If your regular trash service falls on a holiday that the city observes, you will not get trash pick up until the next regular pick up day. For instance, if your trash is scheduled to be picked up on Memorial Day (Monday), it will be picked up on your next regular day, which is Thursday.

The Sanitation Department does not pick up appliances, furniture, chemicals, feces, explosives, heavy materials or metal parts, building materials, dirt, rocks, bricks, tires, boxes/cartons more than 36" long on any side, trees or large limbs (limbs must be cut to a maximum 4' lenght and tied securely in a bundle). We will pick up a maximum of 6 bags of leaves at each pick up. All trash must be bagged and sealed.
It is a good idea to have your trash out and ready to be picked up by 7 a.m. Because our route may change slightly from pick up to pick up, it is best to have your trash out early to avoid being missed.

I have an after-hours water leak, what do I do?

If you have a water (or sewer) EMERGENCY after office hours, please call 534-2223 (which is the Police Department non-emergency number) so a Dewey Public Works employee can be dispatched. Call this number for EMERGENCY sewer back-ups, as well. A licensed plumber may also turn your water service on and off in the event of a water leak. If a citizen turns a City water meter on or off and damages the City's meter, the citizen is subject to a $100 fine added to their water bill, replacement costs of any broken parts, and possibly a ticket from the police.

Can I shoot fireworks in the City Limits?

Fireworks (other than for supervised public display) are prohibited by SECTION 10-303 FIREWORKS PROHIBITED, unless you have a permit. Discharging fireworks in the City Limits between the hours of 3:00 p.m. and 11:00 p.m. on July 3rd & 4th are allowed if the following conditions are met:
1. Such fireworks must be discharged on a non-combustible surface of sufficient size to contain the entire ground portion of the display and not closer than 25 feet to any permanent structure.
2. The adult person shall obtain a permit from the City at a cost of fifty dollars ($50), said permit identifying the adult in charge of this use by name and address, and also identifying the proposed location on or near the permit holder's property. Applications for said permits shall be made available during normal business hours from April 1 through July 3 of any given year and permits are valid only for the year of issuance.
3. The adult permit holder in charge of the use must be physically present for any household member to use the fireworks and within 100 feet of the point of display, and have the permit available for examination by any law enforcement officer.
4. Private persons may not use or discharge within any city or county park, nor on any highway, arterial street, or collector street [including parking lots].
Any use of fireworks between the hours of 11:00 p.m. and 7:00 a.m. shall be punished upon conviction by a fine that is double the fine normally imposed for a violation of this section [the normal fine is $200; if you are caught using fireworks during the restricted time, the fine is $400].
Fireworks may not be sold inside City Limits.
Permits can be purchased at City Hall from April 1 to July 3 (during normal operating hours) at a cost of $50. If you do not comply with the conditions of your permit, or if you are caught shooting fireworks without a permit in the City Limits, you will be fined.
Possession of fireworks of any kind by a minor (under 18) is prohibited within City Limits, except in conjunction with and as part of a supervised public display.

Is a building permit necessary for improvements to my home or business?

In most cases, yes. Additions and new construction require a drawing of the existing property (with all dimensions marked) and the proposed change (including storage buildings and carports). Room additions and new construction permits are charged according to square footage, and separate charges are made for each inspection necessary (this is also true for electrical, plumbing & mechanical work). Changes such as the addition of siding, fencing, and other "minor" changes are normally a $30 permit/inspection fee. A new fence also requires a drawing with all dimensions marked. YOU MUST PURCHASE A PERMIT FOR ANY CHANGE TO YOUR HOUSE/BUSINESS THAT IS VALUED AT $2,500 OR MORE. An application for a building permit shall be filled out at City Hall. The application will be reviewed by the inspector and after it is approved, you will be notified and will pay for it at City Hall.
Demolition permits are $30, and all demolitions must be inspected to be sure utilities are capped off properly and the site is secure.
Any work done on your property requires a minimum of a city contractor's certificate by the entity doing the work. Those are $25 a year. Proof of liability insurance and worker's comp (a waiver is required if you do not have work.comp.) are required. Call building inspector Michael Giroir 918-440-5297 about permit/inspection fees for the actual work being done. Contractual roofers must have their registration card from the State of Oklahoma to obtain a City roofing permit (in addition to the liability & worker's comp information).

What are the rules & regulations regarding pools?

City ordinance regarding pools:
9.311 Any swimming pool [including wading pools] in any district shall
1. be located at least 10 feet from the nearest property line, unless a greater segregation is required by Subparagraph 9.09,
2. be so walled or fenced as to prevent uncontrolled access by children from the street or any adjacent property,
3. be screened by a chain-link, masonry wall or solid fence at least six feet high on any side facing the property line of any property in a Residential District, if said pool is located within any part of a required side or rear yard.
9.312 No swimming pool shall be permitted in any Residential District unless such pool (1) is owned and operated by a public agency, (2) is accessory to a residential use, or (3) is accessory to a non-residential use which is permitted in each district. Except for a pool owned and operated by a public agency, no pool shall be permitted in any Residential District unless the pool is intended for the use of, and is used by, only the occupants of the principal use of the property on which the pool is located, or their guests.
In summary, if you have an in-ground, above-ground, or wading pool, it MUST be fenced in by a 6' sturdy fence (chain link is now acceptable under the Ordinance). This WILL BE ENFORCED by our Code Enforcement Officer, and you could receive a citation. We also suggest you empty wading pools on a daily basis to prevent the spread of mosquitoes. Also, in-ground pools require a permit before you install one.

I want to open a business in Dewey. What do I do?

Aside from obtaining an operating permit from the state, you need a permit from the City. Permits are generally $15 per year (a year runs from April 30 to May 1) and can be purchased at City Hall. Permits for home-based businesses are also purchased at City Hall and require approval from the City Manager (based upon the type of business and the covenants of the neighborhood, zoning, etc.). Operating permits are required for businesses located inside City Limits, as well as sales tax permits from the State, or your permit from the state showing your legal business structure.
Dewey has a specific sign ordinance. If you are erecting a sign, a permit must be obtained from City Hall. In addition, certain signage is not permitted within the City Limits. Please inquire at City Hall about the sign ordinance or to get a copy of the ordinance.

Mosquito spraying - when is that done?

Mosquito spraying is done by the City in residential areas inside city limits in the spring & summer months, usually on a Tuesday & Friday. The spray is safe for pets. Spraying can only be done when it is dry out, so if there are several days of rain, no spraying will take place.

How much is a cemetery space, and where do I purchase spaces?

The purchase of cemetery spaces for the Dewey Cemetery is handled at City Hall. We also handle the payments for opening & closing a grave space, and setting of stones and markers.
The cost of a space at the Dewey Cemetery is $300 for persons living inside the City Limits. Spaces are $800 each for persons living outside the City Limits. Spaces are only deeded to living persons.
Grave opening and closing is $375 for an adult; $200 for a child; $125 for cremated remains. These prices are for non-holiday, weekday services.
Funerals on non-holiday Saturdays are subject to 3 times the regular charge for non-holiday weekday opening and closing fees. Services are not allowed on Sundays and holidays.
The setting fee for a marker is 35 cents per square inch. Vases are set for $35 each. The usual cost to set a VA Marker is $100.80.
Decorations on grave spaces are not allowed by City ordinance. Flowers are allowed to be placed on graves a week before a holiday, but must be removed the Monday following the holiday.
We recommend you do not put decorations (other than flowers) on graves, as theft is possible.

Yes! Call City Hall (534-2272) to check the park calendar and reserve your shelter. There is no charge to reserve a shelter if you are a Dewey resident. There is a per-hour fee for non-residents ($12 for the first 2 hours, and $7 per hour after that). Churches and non-profit organizations can use the shelters at no cost.
Don Tyler Park has 4 available shelters. This is the only park with restroom facilities. Lions Park (formerly known as Kiwanis Park) has one shelter. Hix Park has one shelter. Meadow Creek Park has no shelter. All parks, except Meadow Creek, have water and electrical hook-ups.

Any additional calls within the fiscal year will result in charges based on the approved fee schedule (Grass/Brush Fire: $300.00 for the first hour; Vehicle Fire: $400 for the first hour; Structure Fire: $1,000.00 for the first hour; All Fires: $100.00 per hour/per truck in addition to the base charge; Medical: No Charge - Note that Medical is first response only - transport will be provided by an ambulance service which may incur a charge.).
