Can I shoot fireworks in the City Limits?

Fireworks (other than for supervised public display) are prohibited by SECTION 10-303 FIREWORKS PROHIBITED, unless you have a permit. Discharging fireworks in the City Limits between the hours of 3:00 p.m. and 11:00 p.m. on July 3rd & 4th are allowed if the following conditions are met: 1. Such fireworks must be discharged on a non-combustible surface of sufficient size to contain the entire ground portion of the display and not closer than 25 feet to any permanent structure. 2. The adult person shall obtain a permit from the City at a cost of fifty dollars ($50), said permit identifying the adult in charge of this use by name and address, and also identifying the proposed location on or near the permit holder's property. Applications for said permits shall be made available during normal business hours from April 1 through July 3 of any given year and permits are valid only for the year of issuance. 3. The adult permit holder in charge of the use must be physically present for any household member to use the fireworks and within 100 feet of the point of display, and have the permit available for examination by any law enforcement officer. 4. Private persons may not use or discharge within any city or county park, nor on any highway, arterial street, or collector street [including parking lots]. Any use of fireworks between the hours of 11:00 p.m. and 7:00 a.m. shall be punished upon conviction by a fine that is double the fine normally imposed for a violation of this section [the normal fine is $200; if you are caught using fireworks during the restricted time, the fine is $400]. Fireworks may not be sold inside City Limits. Permits can be purchased at City Hall from April 1 to July 3 (during normal operating hours) at a cost of $50. If you do not comply with the conditions of your permit, or if you are caught shooting fireworks without a permit in the City Limits, you will be fined. Possession of fireworks of any kind by a minor (under 18) is prohibited within City Limits, except in conjunction with and as part of a supervised public display.
